国际贸易中标准问题解决方略的研究

国际贸易中的标准问题是产生贸易壁垒的一个很重要的方面,世贸组织虽然为解决这一问题做出了一些规定,采取了一些措施,但是实际效果并不好,很多的成员国并没遵守有关的规则,兑现各自的承诺。而且随着世界经济区域集团化,各种区域性标准在对内起到保护作用的同时,对外则建起新的贸易保护障碍。解决国际贸易中的标准问题,应该从两方面着手,一是加强双边合作,二是加强多方位合作。双边合作是解决标准问题直接而有效的途径,随着贸易的全球化发展,标准统一化是最终的趋势。     

Developing countries and remote sensing: how intergovernmental factors impede progress

Developing countries lag significantly behind more advanced nations in the local adoption and application of satellite remote sensing technology. Narrowing this gap through appropriate international cooperation is, however, often constrained by national interests and priorities. The paper presents an overview of several of these inter-governmental constraints using as its main basis the outcomes of recent regional and international conferences hosted by the United Nations. Future enhancement of international cooperation in remote sensing will occur best within settings where both developing and technologically advanced countries are sensitive and responsive to each other's concerns.     

International cooperation in assuring continuity of environmental satellite data

In the 25 years since the launch of the first weather satellite, meteorological observations from space have become an essential part of weather forecasting and global environmental monitoring. Beginning in the 1970s, constrained national budgets and the need for a coordinated approach to global satellite observing have caused satellite operators to pursue international cooperation to assure the continuity and compatibility of these systems. This article reviews current bilateral and multilateral cooperation and technical coordination in environmental satellite activities. It also explores the potential for alternative institutional arrangements for maintaining the continuity of environmental satellite data in the decades to come.     

分布式信任模型在嵌入式Internet中的应用研究

为了充分利用嵌入式设备的联合处理能力,嵌入式设备之间必须进行一系列的合作.信任是人们进行社会交往的基础,人们之间的信任关系在不断地更新和传递.依据这种原理,提出了一种基于社会信任关系的协同工作分布式网络模型.嵌入式Internet系统中的设备在协作过程中,互相之间逐步形成了一种相互信任的关系,这种关系以信任表的形式存在本地端点中,并通过不断地自学习来修改信任表.给出了信任模型的建立过程以及信任参数的更新和传递算法,应用实例表明了模型的有效性.     

基于多agent合作博弈的制造系统调度

针对有多个加工和装备设备的柔性制造系统,提出了一种调度方法.首先根据产品装配结构对问题进行分解,得到多个易于调度的简单问题,形成对应的agent.然后应用合作博弈理论,根据各agent重要性和装配约束获得agent的排序.以此顺序在机器上按照规则进行生产安排,故能够得到满足产品加工约束的近似最优调度结果.最后通过实验对算法进行了验证.     

中国运载火箭技术发展

中国航天运输系统建设起步于20世纪60年代,经过近50年的发展,取得了举世瞩目的成就,建设了布局合理、覆盖全面的空间运输系统体系,能够将不同有效载荷发射到低、中、高不同轨道。国际合作方面,在搭载发射、商业卫星发射服务和在轨交付3个方面也取得了一定成绩。对中国航天运输系统发展成就进行了总结,对航天运输系统未来发展特别是人工智能技术应用进行了展望。     

首颗自主地月转移微卫星“龙江二号”

本文对世界首颗独立完成地月转移、近月制动、环月飞行的微卫星“龙江二号”进行了介绍。首先阐述了龙江二号的任务目标和总体方案；然后重点分析了轨道设计与控制、复杂电磁干扰的标定与抑制、宽视场三维基线干涉测量等关键技术难点；接着回顾了任务的实施过程；最后详细介绍了低频射电探测仪、沙特光学相机和VHF/UHF通信模块与学生微型CMOS相机等有效载荷，并展示了上述载荷获取的初步成果。

The Global Exploration Roadmap and its significance for NASA

The Global Exploration Roadmap reflects the collaborative effort of twelve space agencies to define a long-term human space exploration strategy which provides substantial benefits for improving the quality of life on Earth and is implementable and sustainable. Such a strategy is a necessary precondition to the government investments required to enable the challenging and rewarding missions that extend human presence into the solar system. The article introduces the international strategy and elaborates on NASA's leadership role in shaping that strategy. The publication of the roadmap, a reflection of the space landscape and multilateral agency-level dialog over the last four years, allows NASA to demonstrate its commitment to leading a long-term space exploration endeavor that delivers benefits, maintains strategic human spaceflight capabilities and expands human presence in space, with human missions to the surface of Mars as a driving goal. The road mapping process has clearly demonstrated the complementary interests of the participants and the potential benefits that can be gained through cooperation among nations to achieve a common goal. The present US human spaceflight policy is examined and it is shown that the establishment of a sustainable global space exploration strategy is fully consistent with that policy.     

福建与东盟经贸合作及深化合作的政策建议

东盟是福建省开展进出口贸易、引进外资以及实施走出去战略的重要地区。中国-东盟自由贸易区协议签订后，福建省抓住机遇，积极推进双方在经贸领域的合作，与东盟经贸往来日益密切，东盟已成为福建省重要的经贸合作伙伴。福建省应从实际情况出发，争取在建设中国-东盟自由贸易区的进程中找准位置并发挥作用，主要措施有：（1）充分利用东南亚华商网络，建立福建东盟合作机制；（2）利用中国-东盟自由贸易区的降税进程，努力扩大对东盟的出口；（3）在继续扩大吸收来自东盟外商直接投资的同时，鼓励省内企业开展对东盟投资；（4）发挥福建区位优势，加大与东盟各大港口合作力度；（5）利用优势互补，加大福建与东盟的资源合作力度。
